”Too often, the social security system acts as a barrier, not an enabler, for young disabled people. Disabled people tell our organisations time and again that they want to work, but they face too few opportunities and a system that works against them. For too long the benefit system has been centred on cuts, conditionality, sanctions, cliff-edges, and risk, leaving little room for actual support.

We need a social security system that provides genuine financial security to young disabled people, while also enabling them to develop skills, participate in their communities, and gain work experience. High-quality employment support must be offered on a voluntary basis; it should attract participation on its own merits and a good track record, rather than relying on threats and financial penalties.

The Disability Benefits Consortium (DBC) has long called for a system that better supports disabled people both in and out of work, we hope the Milburn Review provides an opportunity to make that a reality.”
